Power supply deficit in Nigeria

Electricity generation in Nigeria began in Lagos in 1886 with the use of generators to provide 60 kilowatts. In 1923 tin miners installed a 2 MW plant on the Kwali River, six years later, the Nigerian Electricity Supply Company, a private firm was established near Jos to manage an hydro-electric plant at Kura to power the mining industry. Then another private enterprise was established in Sapele by United Africa Company to power the activities of African Timber and Plywood Company. Between 1886 and the 1945, electricity power generation was rather low with power provided largely to Lagos and other commercial centers such as mining industries in Jos and Enugu.[ The colonial government created an electricity department within the Public Works Department which then installed generating sets in many cities to serve government reservation areas and commercial centers. In 1950, the Legislative Council of Nigeria began moves to integrate the electricity industry when it enacted a law to establish the Electricity Corporation of Nigeria with the duties of developing and supplying electricity. ECN took over the electricity sector activities within PWD and the generating sets of Native Authorities. In 1951, the firm managed 46 megawatts of electricity. Between 1952 and 1960, the firm established coal powered turbines at Oji and Ijora, Lagos and began making preliminary plans for a transmission network to link the power generating sites with other commercial centers. In 1961, ECN completed a 132 KV transmission line linking Lagos to Ibadan via Shagamu, in 1965, this line was extended to Oshogbo, Benin and Ughelli to form the Western System. In 1962, a statutory organization, the Niger Dams Authority (NDA) was formed to build and maintain dams along River Niger and Kaduna River, NDA went on to commission a 320MW hydro power plant at Kainji in 1969 with the power generated sold to ECN. In 1972 NDA and ECN merged to form the National Electric Power Authority(NEPA). NEPA was the major electricity firm in Nigeria until power sector reforms resulted in the creation of the Power Holding Company of Nigeria and later privatization of electricity generation and distribution. Current electricity generated in Nigeria is inadequate to meet the demand needs of households and business, as a result, Nigeria as a low per capital consumption of electricity, 109 Kwh in 2006. In addition, to this deficit, between 1970 and 2009, available power plants operated below optimal levels and electricity generated were lost in transmission. While electricity capacity was 5600 MW in 2001, power generated fell as low as 1750 MW. Nigeria has the highest energy deficit in the world due to the high rate of lack of access to electricity. The hydro powered plants in Kainji, Shiroro and Jebba tend to have higher capacity utilization rates while the gas powered plant were affected by infrastructural and maintenance issues. Between 1980 and 1996, the country Nigeria witnessed a significant gap in electricity generated and electricity billed which indicates electricity loss in transmission. Nigeria faces the triple challenge of providing reliable power supply, reducing greenhouse gas emissions, and keeping energy affordable to consumers. The availability of electricity in Nigeria has worsened over the years. The country has been unable to meet demand because of its policies, regulations and management of operations. Its failure to provide adequate and reliable energy is well documented, specifically its impact on the economy. Its commercial and industrial sectors have become heavily reliant on self-generated power, using petrol and diesel generators. This accounts for nearly half of all electricity consumed. Nigeria’s shortage of reliable power supply is a constraint on the country’s economic growth. The country needs to diversify its economy beyond oil and gas revenues, because that market is volatile. But if the energy-hungry private sector invested more in self-generation to make this possible, pollution would rise. An increase in self-generation would increase greenhouse gas emissions. There’s extensive literature on the energy solutions that could provide reliable power supply. But most of it has focused on small-scale systems such as solar power for rural homes. There is still need for power in urban areas, not just for lighting homes but for powering commercial and industrial operations. We sought to address this gap by examining the economic and environmental viability of hybrid off-grid power generation solutions for urban commercial centers. We looked for solutions that were affordable, reliable and sustainable. We took into consideration the fact that unreliable supply imposes indirect costs on people. Our work suggests that a combination of power generating technologies could help meet Nigeria’s triple challenge. We surveyed 40 commercial centers in the commercial capital city of Nigeria, Lagos, to establish their most common activities. This informed load demand projections. We found that the majority of businesses in these commercial centers were boutiques, cyber cafes, salons, tailoring, barbers, betting shop, restaurant and grocery shops. Small-scale petrol generators served most of the commercial outlets on every shop floor. We also interviewed three business owners from the commercial, education and entertainment sectors, who told us more about the economic, social and environmental costs of unreliable power supply. Economic and social costs A respondent in the commercial sector discussed the impact of electricity unreliability on business performance. He runs a male grooming salon. He said he couldn’t operate air-conditioners for long periods and the heat affected his business productivity. In the education sector, our respondent highlighted the amount of time spent shuttling the school and business centres to ensure learning materials are always available to students. When the power is off, these centers are the cheapest places to produce paper-based learning materials. And the entertainment sector interviewee said his turnover was halved when the power was off. Being a musician and music record producer in the digital era means that everything in music’s creative and distribution process is online and depends on power supply. In evaluating the impact of electricity unreliability on quality of life, the commercial sector interviewee enabled us to draw the link between power supply, business profitability and personal stress. Financial worry can take a toll on mental and physical health. We heard about the stress of working around the power supply situation. Particularly, the disruption to sleep patterns caused by having to catch up work outside normal hours. The power supply situation also has an impact on the health sector. Especially, in providing health care services and employment for the youth. Unreliable power supply comes with environmental cost too. Petrol and diesel generators increases pollution, with a negative impact on climate change and human health. In turn, environmental damage can result in agricultural job losses National electrification efforts Nigeria’s electrification initiatives have favored the expansion of centralized power systems to meet urban energy demand and decentralized power systems for rural areas. Such an approach could still leave a shortage of electricity in urban areas because of the continued movement of people from rural to urban areas in search of better quality of life. Extending the electricity reach of centralized systems might be costly, particularly in meeting the demand of the new urban population. The most practical solution for countrywide electricity access is the combination of centralized and decentralized power systems. These solutions would ideally provide uninterrupted power supply, have cheap operating costs and be environmentally clean. Our case study on commercial centers met all three objectives with a system that combined power generating technologies (renewable and non-renewable sources). Results further suggested that excess energy generated by these systems can provide electricity to other sectors, including residential areas. The model solution was an integrated hybrid solar-photovoltaic based power system with inbuilt inverter and battery storage. The system operates on solar power for an average of six hours a day. Solar-PV is the preferred renewable energy technology for Nigeria because of abundant sunshine. Diesel and petrol generators are used for the other 18 hours of the day. Solar-PV and a diesel generator meet the average and peak daily load demand. The petrol generator meets the daily low load demand. The system takes one to three months to set up, directly where it is needed. It’s modular and scalable and puts energy security in the hands of households and businesses. They can monitor energy costs, savings and emissions. In our model, the system met 56% of the commercial center’s total energy demand from solar-PV and the rest from generators. The operating costs were minimized by meeting the bulk of the daily demand with solar-PV. This also helped reduce environmental pollution. Our study shows that such a hybrid system can help Nigeria address its triple challenge of unreliable power supply, pollution and the economic cost of electricity to businesses and households. But for such a solution to power residential areas and communities from its excess energy, government would have to create an enabling environment. The highest amount of particulate matter is released once the candle is blown out and visible smoke is rising from the wick. Particulate matter is so small that the particles can get deep into your lungs and cause respiratory problems and even contribute to lung cancer. Additionally, burning scented candles create a wide variety of volatile organic compounds, which are a family of chemicals which include things like formaldehyde and acetaldehyde. While some scents can have aroma therapeutic benefits, many of the scents contained within candles are artificial organic compounds and not always healthy. Some scented candles release amounts of volatile organic compounds which are far above safe limits and don’t even need to be lit to release these compounds. On one side of the health effects, volatile organic compounds can cause irritation and allergic reactions. On the more serious side, volatile organic compounds have been linked to damage to vital organs, including the liver, kidney and central nervous system. The biggest health risk associated with scented candles is the lead contained in the wicks of some brands. Lead was routinely used in the manufacture of candle wicks for decades. It helped the wick stay upright as it burned. Once the risks of lead became apparent, the candle industry voluntarily agreed to remove lead from its wicks. Despite this, studies have found 8 percent of brands still include lead in the manufacturing of their candles. Some scholars contend that no level of lead is safe and even tiny amounts of lead exposure are dangerous. Particulate matter, volatile organic compounds, and lead are especially troublesome for small children and pets. The respiratory and nervous systems of these smaller beings are especially sensitive to external toxins. Lead is especially dangerous, as it is known to cause severe developmental problems in children.
